Nebulynk is Source Available under BSL 1.1: its source code is available, and every version becomes Open Source under Apache License 2.0 four years after its first public distribution. Many people and organisations may use it in production for free; a commercial license never changes the feature set.

When production use is free
For-profit businesses and other commercial organisations whose Commercial Scale did not exceed USD 5,000,000 at the end of their last completed fiscal year
Non-profits, NGOs, registered charitable associations and state-recognised educational institutions
Government bodies in countries classified by the World Bank as Low Income Economies
Development, testing, staging, evaluation, security research, internal proofs of concept and demonstrations are free for everyone.
The USD 5 million threshold, clearly explained
Commercial Scale is the highest of gross revenue, total operating budget, or cumulative funding and investment. Affiliates are included. The license defines control as more than 50% of voting rights or the practical ability to determine management or business decisions.

Paid production licences are available exclusively to businesses and public-sector bodies.
- a for-profit organisation exceeds USD 5 million Commercial Scale for production use
- Nebulynk or a derivative is offered to third parties as a commercial hosted, managed or comparable network service
- a paid SaaS, managed hosting, resale, marketplace or platform offering is specifically commercial around Nebulynk
- paid Nebulynk-specific support, operations, administration, SLAs, backups, monitoring or incident response are offered
If the threshold is crossed during a fiscal year
An organisation that was eligible at the beginning of its fiscal year must acquire a commercial license for that year or stop production use within 90 days after reasonably determining that the threshold was exceeded. The license provides a one-time 50% reduction of the regular annual fee for the first year in which the threshold is crossed.
Catalogues, templates and deployment platforms
Listings, package indexes, deployment templates, one-click installers, documentation and automation are generally permitted. They must not become a paid Nebulynk-specific hosting or managed-service offer without an agreement. General cloud, infrastructure or platform fees remain distinct from per-workspace, per-user, per-seat or feature-based Nebulynk charges.
Source code, changes and redistribution
Copying, modifying, creating derivatives, redistributing and non-production use are generally allowed. Until their respective Change Date, originals, modifications and derivatives remain under this license and must display it clearly. The license grants no trademark rights; TRADEMARKS.md also applies.
Each version becomes Apache 2.0 after four years
Every concrete version has its own Change Date. Four years after that version's first public distribution, it becomes Open Source under Apache License 2.0. This makes every released version predictably and permanently available under an open-source license.
