Larger commercial organisations need one annual production licence for the entire organisation, never per user or feature.
Paid production licences are available exclusively to businesses and public-sector bodies. Private and community use remains free where permitted by the LICENSE.
No VAT is charged pursuant to section 19 of the German Value Added Tax Act (UStG).

Commercial Scale is the highest of an organization’s gross revenue, total operating budget, or cumulative funding and investments received, measured for its most recently completed fiscal year. The calculation includes affiliated entities.
Government authorities
Government authorities contribute according to their country’s economic capacity. Pricing is adjusted using the World Bank country income classification.

The applicable commercial pricing tier is determined by the authority’s Commercial Scale. The country classification discount is then applied. Government authorities in World Bank “Low income” economies may use Nebulynk free of charge.
Licensing and operating model
No. Every Nebulynk installation includes the same complete feature set. Pricing is based only on an organization’s financial scale, never on users, features, channels, or infrastructure.
It grants the right to use Nebulynk in production at your organization’s financial scale. It does not include hosting, managed operations, support services, or service-level commitments.
Not currently. Nebulynk is self-hosted software built for independent operation. Documentation and community resources are available to all users.
Nebulynk is built on trust. Organizations are responsible for selecting the appropriate license tier. There are no user-count limits, feature locks, or phone-home DRM.
Each Nebulynk version transitions to the Apache License 2.0 four years after its first public release.
